Comments on the Hecate Proposal

The Southern Shrimp Alliance is pleased to submit the following comments, recommendations,

and requests regarding this unsolicited request1 (Proposal) from Hecate Energy Gulf Wind LLC

(Hecate) for two commercial leases for wind energy development in areas BOEM previously

designated as WEAs C and D in the Gulf of Mexico (Gulf) that is intended for offtake to Texas

and/or Louisiana and that may potentially support hydrogen production.
